How to Leave the Airport on a Dubai Layover: Visas, Timing, Bags and Tours
Short answer. You can leave if your passport clears UAE immigration and your connection is about six hours or more. Take three hours off for the return check-in, allow twenty to forty minutes for immigration on the way out, and what is left is your time in the city. Under four hours, stay airside.
Can you actually leave?
Yes, if two things are true. Your passport has to get you through UAE immigration, and your connection has to be long enough to be worth the trouble. Neither is a judgement call — both have an answer you can check before you fly.
Dubai Airports states that certain nationalities can get a visa on arrival when the transit runs longer than eight hours, and asks you to confirm it with your airline and with immigration. That is the airport's own framing, and it is the one to work from.
The visa question, in three shapes
Citizens of the GCC states need nothing at all — a passport or a national ID card at the desk. A long list of other nationalities are issued a visa on arrival at passport control, valid for 30 days with a 10-day grace period, or for 90 days depending on the country. Everyone else arranges an entry permit before travelling.
Whatever applies to you, your passport must be valid for at least six months from the day you land. Check your own position on the official UAE entry-requirements page. Do not rely on a nationality list from anywhere else, including this one: the eligible set changed twice during 2026.
If your connection is under four hours, book a lounge instead. A shower and a hot meal will do more for the next leg than a rushed drive. The short-layover page sets out where the line falls.
The sum that decides it
Work backwards from your departure. Take off three hours for check-in and security. Take off the drive back, twenty-five to forty minutes. Take off immigration on the way out, twenty to forty minutes. What is left is your time in Dubai.

What happens at immigration
Follow the signs for arrivals rather than transfers. You queue at passport control, you are photographed and iris-scanned, and if your nationality qualifies for a visa on arrival it is issued there. Twenty to forty minutes is normal, and longer after a morning bank of wide-body arrivals.
Nothing about this is difficult, and there is no separate desk to find. The only thing that catches people out is the assumption that it happens quickly.
Your bags: the three cases
- Checked through to your final destination. You will not see them. Walk out with a cabin bag. This is the easy case and it covers most single-ticket itineraries.
- You have to collect them. Most of these tours will carry a cabin bag in the car. One states plainly that luggage and large bags are not allowed aboard, so read the tour page before you book.
- Too much to carry. Dubai International runs left-luggage desks, and the price depends on the size of the bag and how long you leave it. Factor the walk in both directions into your timing.
Getting into the city
Three routes, and the right one depends on your party and the hour. A booked car with a guide meets you landside and returns you against your onward flight. The Metro Red Line runs from Terminals 1 and 3 for AED 3 to 7.50 a trip. A taxi is metered and takes about twenty-five minutes to Downtown.
The catch with the Metro is the timetable: it runs 05:00 to midnight most days, to 01:00 on Friday, but only from 08:00 on Sunday. An early Sunday arrival cannot use it at all. The tour options page compares all five ways properly.
What you can see, and what it costs
Almost nothing on the standard circuit charges admission. The Gold and Spice Souks, Dubai Creek and the abra crossing, Al Fahidi, Jumeirah Beach, the outside of the Burj Al Arab, Palm Jumeirah and the Marina are all free to walk into or drive past.
Two stops have a gate. The Burj Khalifa observation deck starts at AED 199 and runs 07:00 to 23:00 on timed slots. The Dubai Frame is AED 50 for adults and AED 20 for children aged 3 to 12, open 08:00 to 21:00. Everything else is free.
The one schedule worth planning around
The Dubai Fountain performs at 13:00 and 13:30 Saturday to Thursday, at 14:00 and 14:30 on Friday, and then every thirty minutes from 18:00 to 23:00. It is free to watch from the promenade outside the mall.
If you have any choice about which connection to book, an evening one gets you the fountain, cooler air and a lit skyline for the same money. In summer that is not a preference, it is the difference between a good afternoon and a difficult one.
Booking: when, and what to tell them
Book before you fly. These are private cars with a named guide and a start time built around your flight, and the operator wants your inbound flight number in advance so it can track the arrival. Several will move the pickup automatically when a flight slips.

Getting back with time in hand
Dubai Airports recommends arriving three hours before departure, and on a busy evening you will use them. Give your guide your onward flight number as well as your inbound one, and let them decide when to turn for the terminal.
Several of these operators state that the return is guaranteed with time before your connecting flight, and the reviews back it up: guides absorbing delays and getting people back early is the single most common thing travellers mention.

The three mistakes people make
- Counting from the timetable, not the gate. Your usable time starts when you clear passport control, which can be forty minutes after you land.
- Doing the Marina last. It is forty minutes each way, and at half past five that becomes an hour. Run the circuit outward-in.
- Assuming the Metro is always there. On a Sunday it does not start until eight in the morning.
